Finance Center for South-South Cooperation Successfully Host The Global Finance Capacity Building Program in Shenzhen, China

From May 17 to May 21, 2025, Finance Center for South-South Cooperation, in collaboration with Tsinghua University PBC School of Finance and the Alliance for Financial Inclusion, successfully held the "Global Finance Capacity Building Program" in Shenzhen, China. It marks the fifth collaboration following four consecutive years of the "South-South Education Program for Economics and Finance" conducted by FCSSC and Tsinghua University PBCSF.


Twenty-two high-level government officials and leaders from the financial institutions and commercial banks of 16 developing countries gathered in Shenzhen. The program aimed to introduce participants from developing countries around the world to China's latest practices and experiences in digital finance and cross-border payments. It also sought to explore how to leverage digital technology to establish a more sustainable and inclusive international cooperation framework and paradigm in the financial sector. This program aims to build a diverse and open dialogue bridge for mutual connectivity and innovation in financial policy and fintech between China and developing countries globally.The training program consisted of two parts: forums and lectures. Participants attended the Tsinghua University PBCSF Global Finance Forum for the first two days, followed by three days of specialized lectures and company visits.


The opening ceremony of the program on May 17 was hosted by Joyce Zhang, Senior Deputy Director General of FCSSC. Representatives from the three organizers delivered opening speeches: Jiao Jie, Dean of Tsinghua University PBC School of Finance; Wu Zhong, Director General of FCSSC; and Soo Yuen Chee, Deputy CEO and COO of the Alliance for Financial Inclusion. Dr. Wu Zhong emphasized, "The significance of this program is monumental. It not only continues the historical collaboration between FCSSC and Tsinghua University PBCSF but also introduces a new partner, AFI. We look forward to fruitful outcomes from this capacity building program. The agenda is creatively designed, starting with participants attending the two-day Tsinghua University PBCSF Global Finance Forum, which provides them with diverse perspectives that are both holistic and strategic. Following that, they will engage in course training with experts from the People's Bank of China, Tencent, and others, focusing on cutting-edge theories and practices in digital finance and cross-border payments. Additionally, field visits and research with fintech companies will give participants concrete insights into the ongoing explorations and innovations in China's digital finance landscape." Dr. Wu also added that FCSSC aims to establish a platform through this program to help participants build networks and friendships, laying a solid foundation for broader collaboration within the industry and between countries in the future.


In the program remarks on May 20, Liu Qianqian, Deputy Director General of FCSSC, shared her aspirations for the participants. She encouraged them to engage fully in class discussions, share their experiences, and collaboratively explore innovative pathways for cross-border payments based on different national contexts. Over the next two days, esteemed speakers including Mu Changchun, Director General of the Digital Currency Institute of the People's Bank of China; Yang Wenhui, CEO of Tenpay Global, Tencent; Zou Chuanwei, Director of the Shanghai Institute for Finance and Development; and Deputy General Manager Vincent Zheng from WeBank conducted lectures for the participants. In addition to the professional courses, participants also visited Chinese fintech companies such as Ping’an One Connect Financial Technology and Lexin, experiencing firsthand how AI and digital technologies empower more inclusive financial solutions.


On the afternoon of May 21, the "Global Finance Capacity Building Program" held its closing ceremony. Joyce Zhang, Senior Deputy Director General of FCSSC, delivered the closing remarks and presented certificates and commemorative albums to the participants. Looking ahead, FCSSC will continue to leverage its position in Hong Kong to collaborate with international organizations and domestic and foreign universities, consistently developing capacity-building programs aimed at global developing countries and regions, thereby contributing to the achievement of the United Nations Sustainable Development Goals (SDGs).
